Cut the ends of the watermelon, slice off the rind and cut into cubes. Peel and slice shallots thin. Roll and slice basil and wash and cube cucumber.
MAKE THE VINAIGRETTE Combine all the vinaigrette ingredients except the olive oil. Then whisk the olive oil into the mixture in a steady stream until it's smooth and well-combined.
MAKE THE SALAD Combine the watermelon, cucumber, and shallots and toss. Top with basil and goat cheese, and a sprinkle of sumac.
